AAPSU, ANSU and ACR hail Kurung Kumey DA crackdown on teachers

ANSU for equal distribution

ITANAGAR, Aug 13: Kurung Kumey district administration which had cracked whip on erring teachers, uniwwitngly found itself at the receiving ends of accolades from All Arunachal Pradesh Students Union, All Nyishi Students Union and Arunachal Citizen’s Right.

Opening a literal Pandora box’s, the District Administration  had carried inspection of various schools including the remotest villages in which it was found that around 40 teachers mostly SSA have not visited schools where they are posted for last 2 years.

The step taken by Kurung Kumey administration has been appreciated by citizens and student communities, as a major step towards cleansing ailing education department.

In a press statement, AAPSU President Takam Tatung lauded Kurung Kumey Deputy Commissioner Bidol Tayeng and his team for initiating this noble step.  “AAPSU always believe that teachers are the most important section of society and if they do not perform their duty honestly, then future of the state is not safe,” said Tatung. He urged other district administrations to take cue a from Kurung Kumey administration and come down heavily on those teachers who are not honest to their profession.

“ If our students are to compete with the students of other states, we have to provide them best of education. I would request all authorities to at least keep education sector fair and clean, Tatung said.”

“We understand the fact that teachers, especially those posted in interior areas work in difficult condition. We value their contribution to the society but some of their colleagues are destroying their image and they should catch hold of such irresponsible teachers,” Tatung stated.

Further AAPSU has hailed Upper Siang District Student Union for their crusade against tobacco items being sold nearby school premises. Tatung also called up on state government to strictly implement anti-tobacco law and punish those erring shopkeepers who are openly found selling tobacco items to the students.

Arunachal Citizens’ Right (ACR) expressed  that it was heart- rendering and shocking to know about the abysmal condition of the Govt. schools of Kurung Kumey district due to the absence of teachers in such a large number and for such long periods. Kurung Kumey is one of the backward district recognizes in the state legislative Assembly besides,   having lowest literacy rate in the country according to the UNDP Human Development report of 2005.  Hence, such huge numbers of teachers absent from school institutions has not only violating   the Right of Children to Free and Compulsory Education Act 2009 but also crime against the younger generation stated ACR Chairperson Bamang Tago.

Meanwhile, All Nyishi Students' Union (ANSU) has demanded education department to take stern action against those teachers found absent from their place of postings. Education is the most important Govt. functionary department which generates human resource and quality citizens on which all round development of the state is dependent. The Union expressed dismay at the state Govt. for showing lackadaisical attitude towards the education department in the allocation of funds. The Union demands the state Govt. for prioritizing Education and Health sectors which are the foundations for the social development of the state in the SPB meets.

While appreciating the initiative of the Deputy Commissioner of Kurung Kumey district by personally visiting the various schools in the interior areas, the Union urged the elected MLAs, Panchayat leaders and district based students Unions to support the commendable move of the district administration. Expressing similar view with AAPSU, union urges the other district administration to follow the same line in the interest of the people as the success of the SSA is, to a large extent, dependent on Deputy Commissioner of the district as it being the Project Director of the Mission.

The Union further said that the appointment of SSA teachers has become a political weapon for the leaders and quality; and deserving candidates are not taken into consideration.

The Union opines that there would not be shortage of teachers if the teachers are equally distributed on need base. On the basis of the data, the highest numbers of teachers are posted in the capital complex and the district head quarters and most of them do not attend the schools and some of them take one class a day or in week. The report was already submitted to the Education Minister and commissioner.

IPR officers hail Pertin’s achievement

ITANAGAR, Aug 13: The IPR officers have hailed the achievement of DIPRO, Onyok Pertin who has been conferred the prestigious Rashtriya Gaurav Award by India International Friendship Society, New Delhi for his outstanding contribution in the field of public relations. Pertin, apart from his primary duty of disseminating information, he has also contributed immensely towards socio-cultural development of the Adis in particular and of other tribes of Arunachal in general.

DIPRO, D.Bosai from Khonsa adds that such award to a PR person would act as a catalyst for other PR officers working under trying conditions in different districts of the state. He further adds “As is the wont of our country, awards usually do not go to the deserving person but in Onyok Pertin’s case he fully deserves the award for his untiring effort”. Bosai further says that Pertin’s achievement has raised the esteem of the IPR department in the eye of the public. Its worth-mentioning that though IPR department is the most important wing of any government, it is the most neglected in our state with poor pay structure and no scope for promotion to higher post. The contribution of the IPR officers is intangible like the work of engineers who have roads, buildings and bridges to show. Nevertheless, the immense contributions of IPR department cannot be underrated in the state’s onward march.

Protect the originality of Solung festival

Dear Editor,

Solung is one of the major festivals of Adi community. The main concept of celebration of Solung festival is to worship of Kine-Nane, the goddesses of paddy and wealth, Dadi Bote, god of domestic animal, Doying Bote, god of wisdom and protector and Ute Poro, benevolent god/well wisher of human beings.

During Solung, we sacrifice Mithun, pigs and chicken with Agam Kepel to appease the Gods and Goddesses like offering prayers in temples, church etc for wellbeing. Solung, a ritual festival was celebrated in the villages only. But today, with the advent of modernization, the very concept of festival is being reduced to merrymaking with modern dance and extravagant preparation in every nook and corner where Adis are settled.

The young generations are rapidly forgetting the ethical values and sanctity of the festival but are celebrating with Apongs and modern dances without knowing the actual purpose of the festival. Youths of today neither try to listen and understand the Ponung narrations nor they dance and follow the Ponung tunes. They just make fun of it. If this trend is allowed to continue, one day or the other, the Solung festival will turn out to be a mockery as nobody will be able to tell about the significance of this festival. Now, this becomes a grave concern for all the conscious and elderly people of the community. As per the original practice of celebration, there is a social taboo not to go out to jungle and agricultural fields for certain days after having sacrificed Mithun and pigs. Now in the modern celebration, there is no such restriction nor there is a mind to realize the basic concept of celebration and to appease God and Goddesses for their blessings other than the drinks and dances.

This rapid change has caused me to feel that the elderly people of every tribe should try to celebrate the festival in true sense and guide their younger generations to understand the basic concept of festival with ritual along with merrymaking as this is not exception to Adis only. Every parent should encourage their own children to participate in Ponung, gatherings, meetings etc where the festival mythologies are being sung and narrated.

More importantly, the students who are studying in various colleges and universities outside the state should be properly trained as they are celebrating the festival in their respective places without knowing the basic concept of their festival. There is a possibility that our children will misinform other communities because of their ignorance. Therefore, I once again appeal to my fellow beings including young generation to have a serious thought over this unmindful speedy changing mode of celebration of Solung festival and try to protect the originality before it is converted into simply a merrymaking festival.

Yours,

Tani Jongkey

Secretary General

True freedom?

Dear Editor,

Without being disrespectful to our freedom fighters, it can be said with certainty that there is nothing to be ecstatic vis a vis India's attainment of freedom and the existence of democracy. The exultation of attaining freedom was marred by the horror that struck hapless millions in erstwhile West Punjab and East Bengal. An entire generation was devastated and even today many families have not recuperated fully from that shock. It is sheer barbarism to gloat over the "freedom" achieved at the expense of numerous lives of our own countrymen --- or the victims of Partition.

Secondly, the "great" institution of Indian democracy  is exposed during the violent election process, by the pomp and gaiety during marriage parties thrown by political stalwarts, the presence of scores of bonded as well as child labour, "honour" killings and the tedious legal processes whereby a complainant often does not get justice during his lifetime.

Thirdly, India is united geographically, but the more relevant question is whether it is united within. The Indian polity is continuously being fragmented on the lines of religion, caste and language. It is futile to blame the politicians only since they are merely exploiting the fissures of mistrust and hatred existing between different communities.

Mahatma Gandhi is certainly a man to be proud of, but Indians have no moral right to pay glowing tributes to him. Reality has proved Indians are eminently capable of desecrating his ideal of Ahimsa. Introspection is therefore the only meaningful means of entry into the 64th year of India's independence.

Yours,

Kajal Chatterjee, Kolkata (On email)

Harnessing hydro potential is the need of the hour

Dear Editor,

It is very unfortunate that mega power projects, which will generate clean energy to meet the country’s energy need and change the face of Arunachal Pradesh are facing stiff opposition.

Here, we have to keep in mind that Siang belt constitutes of youths who are well educated and qualified. With these talented youths, the need arises to create scope and opportunities for them. This can be realized only when our natural and human resources are harnessed properly. Given these opportunities, the people of Siang belt are prepared to compete not only with the rest of India but at the global level too.

The infrastructure and all life sustaining facilities like roads, schools, hospitals, electricity, drinking water, railways, airways etc can be developed at par with global standard only if we harness our natural resources. We are in an age where distance and time have grown so small that we cannot shy away from the global community. We have to walk shoulder to shoulder with them.

Abor Hils People’s Forum stands for the voice of people of Siang but this is what should be the voice of Arunachal. River Siang is the lifeline for the people of Siang belt. The people have the liberty to harness their own resources and all these years, the govt of India had put huge amounts of money and time in developing our Siang belt. We have been looked after like a child. It’s our time to give back that we have received over the years. India has the right to use its resources to meet its energy deficiency and if it is Siang belt which has the resources, we are privileged to cooperate.

The political equation of Indo-China ties has its international implication but the people of Siang want to see a better tomorrow and be a part of developing India. The RR policy of the State Govt is appreciable. If there is any shortcoming, the affected people should come together and work out a solution amicably.

The AHPF would like to convey to the people, paranoid of the dam being damaged by natural calamities and the disaster it would cause, that all technical and proper measures will be taken care of. The Forum will always be with the would-be-affected areas, and would like to know from the State govt and the power company: where they are going to compensate and rehabilitate the affected villagers and whether the construction side is feasible for a dam and whether the first priority of employment to the people of dam affected areas will be given ?

Yours,

East Kameng flooded with ADEO’s, BRC’s and CRC’s

Dear Editor,

East Kameng district has 207 schools. To take care of these schools there are 11 ADEOs, 7 BRCs and 23 CRCs in the East Kameng district, whereas in other districts there are hardly four ADEOs. Most of the ADEOs, BRCs and CRCs are senior Science and Mathematics teachers who are badly needed by students and institutions at this moment to bring back the past glory of the schools. Shortage of subject teachers is common and irregularities are rampant. The authority has to act tough to manage adequate teachers to improve the education scenario.

In order to take stock of the present education scenario in Bana block and its monitoring system, the Sangcha Ajin Society organized a meeting at Bana Tourist Lodge on July 31. The meeting presided over by EAC cum BDO Wanja Ramdashow had witnessed the presence of MLA Tani Loffa, Govt officials, PR leaders, senior citizens and intellectuals.

During the meeting it was observed that volley of complaints were pouring in alleging improper utilization of school maintenance funds, irregularity in Mid-day meal schemes, lack of accountability and absence of teachers. In a quick succession, we found many loopholes in education monitoring system of the Bana block in particular and district as a whole.

To everyone’s surprise, East Kameng District Education Monitoring system is completely in a mess. Numbers of subject teachers are decreasing year after year due to retirement of senior teachers. Nonetheless, contrary to this, numbers of ADEOs CRCs and BRCs are rising day by day.

According to few public, ADEOs, BRCs and CRCs are not reluctant to ask for percentage of any funds or works without visiting work site. So it made easier for SMC/VEC and teacher to produce fake completion report without executing a work and cheat government plainly. Nutritional items usually being released during vacation period, God knows whom they want to feed !

Therefore, I would like to request the Education Minister and Education Commissioner to minimize the number of ADEOs, BRCs and CRCs of our district to improve the education sector and bring back lost glory of schools in the district.

Yours,

Kasung Cheda

Chairman

Sangcha Ajin Society

Silent Department

Dear Editor,

The department of agriculture has been silent over the years with no news of any recruitment policy. It may be due to gross anomalies by backdoor policies which are now becoming hottest trend of getting job in Arunachal. Agriculture being most important subject should be prioritized over other departments as food security is very important for a state like Arunachal, where we depend on everything from outside. The agriculture graduates are getting crowded over years with no new job opportunities being generated by state government. Every year students go outside Arunachal to pursue courses of Agriculture hoping to make career out of it.

Spending hard earned money of parents, students pursue courses thinking someday they could contribute something to the state. But it’s been six year since recruitment of agriculture development officer took place in Arunachal. What is stopping agriculture department from making new recruitments? Is it the shortages of funds or vacancies are being filled through backdoor policies?

The silent and ever sleeping department should wake up so that food security of state can be secured of save from corrupted officers mediated by corrupted politicians. Also I would request state government to stop sending students to pursue agriculture courses. Why waste precious time and money to pursue such course which does not have any future.

Yours,

An aggrieved agriculture graduate

INTUC for ration cards

ITANAGAR, Aug 13: Following numerous complaints received from workers working in the state regarding denial of issuing Ration Cards to them by the card issuing authority, the Indian National Trade Union Congress (INTUC) demanded the state government to issue Ration Cards to every Indian workers working in the state.

INTUC, in a memorandum to the Chief Minister claimed that Ration Card issuing authority is not issuing ration cards to the common people and poor working class even after submission of all necessary documents by the applicants. The memorandum urged for ensuring that ration cards are issued to the eligible persons in order to enable them to collect PDS subsidy items from Fair Price Shops and cooperatives.

Claiming that workers under various govt departments, semi govt sector, factory etc are not getting PDS subsidy ration items like rice, sugar, wheat etc. for the last several years , the memorandum demanded the government to give necessary directions the owners of FPSs/management to provide those items to the working class. It also demanded for implementation of voluntary retirement scheme for ALC.

ATA demands equal opportunity

ITANAGAR, Aug 13: Papum Pare district unit of Arunachal Teachers Association (ATA) advocated for enrolling students, irrespective of weak or talented, in all the VKVs and Central schools in the district. In this regard letters of request are already submitted to the chairman and managing directors of all VKVs and central schools of Papum Pare district for consideration, said an ATA release.

ATA claimed that all these schools functioning in the district generally take only the meritorious students which resulted in increase of poor (weak) students in government run schools.

The ATA unit, meanwhile, urged parents and guidance to look after their wards for improvement of their overall performance as teachers alone can’t help in this direction.

Kurung Kumey DA hits back at teachers

Koloriang, Aug 13: The Kurung Kumey district administration has hit back at the teachers who had stated that administration was not releasing the salary.

“The fund for the SSA teacher’s salary was sanctioned by the State Project Director, Itanagar on 26th July’2010. The fund sanction order has been received in Office of the DDSE Koloriang on 10th Aug’2010. Approval for realising the 2 months pay for the month of April and May’2010 was accorded by the District Project Director, SSA, Koloriang on 12th Aug’2010 i.e. on the 3rd day of the received of the fund.

It is surprising that some association has made misleading press release that the pay of the SSA teachers have been unduly delayed in Kurung Kumey. The association should verify the fact before making such press release. Even the regular teachers have not received their pay for the last 2 months, as there is no continuity order from the Govt.
